Required To Complete Perilous Trail Archon Quests
Because of how Yelan is tied to the Perilous Trail Archon Quest, it’s required to complete the quest first before you can access her story quest. The Archon Quest is time gated and is expected to be completed by June 2, 2022.

It was announced in the 2.7 Livestream that Yelan and her story quest will both be added in Genshin Impact with the release of the 2.7 Update.
Who Is Yelan?
Yelan is a mysterious figure that first appeared to save the Traveler from the Ruin Serpent. Not much is known about her in the current contents of the game besides her being a Liyue citizen.
